ICS Digital Council



In July 2022 42 Integrated Care Systems (ICS) were established across England to deliver integrated care, tackle health inequalities and improve health outcomes. Imaginative and effective use of digital and data will be key tools to achieve these aims.
The ICS Digital Council
Digital Health Networks has a ten-year record of convening digital leadership communities across the NHS for CIOs, CCIOs, CNIOs and Future Digital Leaders.
The new ICS Digital Council is a two-year project, launched in March 2023, to build and support a small, focused leadership network that will support the effective use of digital and data across ICSs; promote the exchange of best practice; and enable the development of the new types of digital skills required in this changed landscape.
The ICS Digital Council will cover areas including:
- Platform and application convergence
- Levelling-up of digital maturity
- Equity of health outcomes
- Population health management
- Cyber security
- Interoperability
- Leadership
Membership is by invitation or application and open to digital leaders and practitioners working across ICS’s, ICBs and partner bodies in health and care.
ICS Digital Council will be a small focused community of leaders that will include CIOs, CCIOs and CNIOs and CEOs and other senior executives leading on digital.
Membership of the network is free of charge and offers the following benefits:
Membership and participation will enable ICS and ICB digital leaders to network, collaborate and share best practice and experience on emerging digital strategy in the key early years of ICS development.
The focus is specifically on connecting digital leaders of ICSs and ICBs to share best practice on digital.
The ICS Digital Council will also accelerate the development of the new kinds of future digital leaders required by ICSs.
The Council is a panel of digital leaders and practitioners working across ICS’s, ICBs and partner bodies in health and care, which meet monthly, to set policy and priorities and for the future development of the wider Network.
Network Sponsors and partners will also be invited to join the ICS Digital Council.

The Council aim to deliver on the following activities for the benefit of the wider ICS community:
- Best practice webinars
- In-person round table events
- Online barometer surveys
- Monthly column on Digitalhealth.net
- Online community discussion

The Network will work closely with active partners in the field including:
- NHS England Blueprinting team
- NHS Providers ICS Network
- CIO/CCIO/CNIO Networks
Network Sponsors
Sponsors will be encouraged to be active participants in the council, contributing to meetings, events, and editorial projects.
